From what I could read and understand by reading the book is that Thao's mission is to take care of Planet Earth and people living here (so basically Thao is constantly looking after all of us). However she couldn't do that just on her own, she hes a lot of other people from her planet, "employed" on the same mission. Thao is then more like a chef of operation, and she plans missions and makes official contact with people on Earth. She is also an intermediate between the Thiaoouba "government" (seven Thaori - the highest developed people on planet Thiaoouba) and our human kind. To sum it up: Thao is an important person on Thiaoouba, and we - people living on Earth - are just living in her jurisdiction region of this galaxy.
Does Thao really want to help us? Does she really know how to do this properly?
Thao believes to be a very high-spiritually developed person, but even on her high level, people on her planet aren't 100% perfect. They say they're close to perfection, but as all people in the universe, they are still learning and perfecting their spirituality.
I'm writing that, because you should know people from Thiaoouba also make mistakes. In fact, they do that often! For example, they expected Jews to extinct within 100 years since they landed on Earth, but they are still there and they're good. Or they send Jesus to Earth (yes, Jesus is an alien!) to fix things, but instead everything got worse (monetary system rules the world, people are more materialistic than ever, drugs are more available, noise levels are higher than ever, people are more deviated and perverted than ever before in Earth history). You can read more about all of that in the book.
Thao and others plan a lot of interventions on Earth (they also intevene with space programs, and intervened in World War II), but many of those plans simply fail. They don't know why - at last they are the most advanced civilisation in our galaxy, they are 8-levels higher spiritually developed than we are, they exist and live for much longer time than we do, they are much more intelligent than we are, and they are constantly happy... and that's the problem! They have all the things and tools to make their plans work, to make Earth a better place, and change the world for the better, but they still fail, because of exactly the same thing! They don't know what it is, but I do! Now here it comes:
For sure everyone had once a situation, when they saw someone doing stupid things. You too had a situation like that, hadn't you? When you saw someone doing something incredible stupid, that you could not understand the reasoning of that at all. Sometimes we all see "crazy people" or people that are - in theory - mentally healthy, doing something that doesn't make any logical sense to us (well, no logic is basically a definition of crazy). And any attempt to help such person fails, because we don't understand them, or we only think we do understand them and that we know what to do to help. But when it doesn't work, then we are wrong.
The only mind that can help that weird, non-logical person, is a similarly stupid mind, that will understand that person on the same level. There is a higher chance that another crazy, low-IQ person will help that other person. We could only help that crazy person if we have another crazy person as our consultant or representative, so we can discuss the ideas how to help, even if some may not make much sense to us.
My point is, we get more understanding and logical-reasoning when we grow spiritually and become more intelligent, but at the same time we lose understanding of non-logical-reasoning and low intelligence problems. Just so you get me: the more intelligent and ordinated we become, the more stupidity and chaos we lose. The theory that spiritual development is only about gaining new knowledge, views and abilities is wrong. The process of spiritual development is also about removing bad habits, removing unprofitable reasoning patterns, deleting chaos and fear.
If you are sober on a party, when everybody is already heavily drunk, you cannot understand those drunk people. I mean, you can't start a conversation that actually makes great sense - you just feel like the other person is stupid, and that can even make you angry and discouraged to continue a discussion. But when you start drinking and get drunk on similar level, your central nervous system is slowed down (which makes you less intelligent than normal, but also happier), and now you are happy to discuss with everyone at the party.
Another important observation on our Earth's level: the more stupid one is, the happier one is. Stupid people don't feel bad about their actions, they mostly don't feel ashamed, and they don't think their actions are stupid. For them, their silly actions make logical sense, and mostly they think their ideas are the only possible way to get something done (like cut a tree from someone elses wood - basically stealing the tree - just to get warmer in the winter; or building a brand new house with a stove as the only heating system, when cheaper and greener options are available).
People on Thiaoouba are also constantly happy. They even compare seeing vivid colours on their planet making them feel like drinking alcohol all the time. And someone who is constantly happy/drunk/high, cannot undestand the problems and suffering of other people. Thus even when the mission is to help other people, it is not a priority, when someone cannot fully understand what others feel and what is their situation.
The point is: for Thao and other Thiaoouba people plans to work, they need a consultant from Earth, that will understand what the MOST people living on Earth are thinking and how do they suffer. They need someone, who is just a little bit more intelligent than most of the population, but not too much intelligent to not fit in. Only with such consultant(s) it is possible to make good plans how to help the less spiritually-developed people on Earth. Because what is logical for Thiaoouba people, and should bring logical consequences, is not logical to us on the same level, and we often react differently like the "crazy people" from mine earlier example. And you can't predict what crazy people will do, because they don't react with logical schemes! This may look like we react randomly, while in fact we use our own lower-level, flawed logic. Thao it's time for you and your people to understand that!
By the way: Tom Chalko recently published a new version of his website, where he says that in order to learn how to use our free will, we are making choices and observing their effects, even if the choice was wrong and in the effect we suffer. This is contradictionary to what it's said in the book. In the book the "deja vu" effect is explained as some flash-back memory from the incarnation life planned scenario (some part of the life scenario was not wiped out). When a person has a deja vu, that means that situation was predetermined (planned before incarnation). If that situation is really bad and brings suffering, where is the free will here? If that was planned, then the expected result was planned as well, before the incarnation, right? So how is that a lesson, when the choice is an illusion, and both the action and reaction were planned and expected to happen? The only lessons should be those unexpected, because everything else was predicted and doesn't bring any value to the spiritual development. If Tom was right, then the free will wouldn't be respected, as wrong choice and it's consequences were planned and thus are not a lesson of free will and freedom of choice. Do we really have a full freedom of choice? In the book you, Thao, said that anyone can cancel and contract at any time. Even Mojses and Jesus could just abort their missions without consequences. Why can't we - level 1 people - cancel the contracts and pre-planned events? Isn't it a violation of Universal Cosmis Law? What if someone has a lot of deja vus, and some events bring suffering, that was expected, but that person clearly stated to resign from that event, before it happened in real life? Isn't this a violation of the choice freedom? Where is the free will then? And what advantage is in illusatory choices, that one is aware of with deja vus? This system is flawed and needs your explanation.
